It is haraam to marry a woman who is in ‘iddah following the end of a marriage by divorce or death to another man, due to the command of Allah that not to consummate the marriage until the term prescribed is fulfilled, because Allah says:
وَلَا تَعْزِمُوا عُقْدَةَ النِّكَاحِ حَتَّىٰ يَبْلُغَ الْكِتَابُ أَجَلَهُ
“And do not determine to undertake a marriage contract until the decreed period reaches its end.”
[al-Baqarah 2:235]
The wisdom behind that is that there is the possibility that she might be pregnant from the first husband, and it would result in the “waters” (sperm) being mixed and the lineage being confused i.e., if he were to marry her before the ‘iddah was over.
